COVID-19 Government and International Response: July 22, 2020

WHAT TO KNOW

Global COVID-19 cases have reached 14,890,516, up from 14,476,729 at 3:30 p.m. Monday. Canada now reports 111,697 cases, up from 110,338 cases of COVID-19 on Monday. Ontario reports 38,107 cases, up from 37,739 cases on Monday.

The growth rate of new cases in the province is still under 1%, with 165 (0.4%) new cases reported since yesterday. Of the province’s total cases, 33,812 have been resolved (88.7%) and there have been 2,755 deaths (7.2%). The province has now completed 1,934,099 tests and reports 18,881 tests are currently under investigation. More information here.

FEDERAL

To provide support for Canadian workers, businesses and persons with disabilities, the Government of Canada introduced Bill C-20, An Act respecting further COVID-19 measures, on July 20. This new legislation would make the Canada Emergency Wage Subsidy (CEWS) more targeted, expand eligibility, and help more workers get back to their jobs as the economy continues to reopen. Specifically, the changes proposed in Bill C-20 would:

  • Allow the extension of the CEWS until December 19, 2020
  • Make the subsidy more accessible to a broader range of employers
  • Introduce a top-up subsidy of up to an additional 25 per cent for employers that have been most adversely affected by the COVID-19 crisis
  • Provide certainty to employers that have already made business decisions for July and August by ensuring they would not receive a subsidy rate lower than they would have under the previous rules
  • Address technical issues with the CEWS identified by stakeholders
  • Make the proposed amendments to the CEWS previously introduced in Bill C-17, An Act respecting additional COVID-19 measures

PROVINCIAL

On July 21, the Ontario Government unveiled a new innovative Accelerated Build Pilot Program that will enable the construction of two new long-term care homes in Mississauga in a matter of months, not years. By working with Trillium Health Partners and Infrastructure Ontario, the province intends to add up to 640 new long-term care beds by 2021. Through a range of accelerating measures such as modular construction, rapid procurement and the use of hospital lands, the government and its partners are targeting completion of the projects in 2021, years faster than the traditional timeline. Trillium Health Partners will work with Infrastructure Ontario to manage the day-to-day construction oversight, monitor commissioning, and provide timely status reporting on progress. TORONTO

Today, Mayor John Tory announced that the City of Toronto is joining RBC-led Canada United, a campaign to support local businesses in communities across the country. As part of the campaign, RBC has brought together more than 50 of Canada’s leading brands, Business Associations and the national Chamber network, including Toronto Region Board of Trade, to rally Canadians to buy, dine and shop local.
